Mr Monkey looked at the Admiralty Citadel built between 1940 and 1941. While it was built as an air-raid shelter for workers along Whitewall, it was also intended for use as a fortress if the Germans actually invaded. Mr Monkey decided that explained the gunports. Apparently the ivy covering the building was deliberate, and covers the roof too, to hide the citadel from aircraft. When he'd seen enough of the Citadel, Mr Monkey looked at the Admiralty Arch, built in 1910 as part of a memorial to Queen Victoria, and wondered if any of the 237 civil servants who work there were in.
